Phoenix Pro League will observe the latest NCAA Men’s Basketball Rules & Guidelines with the adjustments listed below.
Game Length: Four (4) 10-minute quarters.
Half-Time: 10-minutes.
Pre-Game Warm-Up: 10-minutes or until scheduled game time (whichever is greater).
Each team has:
Three (3) 30-second timeouts (two may carry over to the 2nd half).
One (1) 60-second timeout.
Timeouts may be called by players or coaches.
Occur at the first stoppage under the 4:00 mark of each quarter.
Duration: 60 seconds.
If a timeout occurs within 30 seconds of a media mark, it becomes the media timeout.
Personal Fouls: Player fouls out on their 6th personal foul.
Bonus: After 5 team fouls per quarter, all additional non-shooting fouls = two (2) free throws.
When the 8-Second Count Begins
The 8-second count starts when:
A player gains control of a live ball in their backcourt.
On a throw-in, the ball touches or is legally touched by a player in the backcourt, and the inbounding team remains in control of the ball in their backcourt.
What Triggers a Backcourt Violation
A team commits a backcourt violation if:
They fail to get the ball into their frontcourt within 8 seconds.
A player with frontcourt status touches the ball in the backcourt.
An offensive player is the last to touch the ball in the frontcourt and the first to touch it in the backcourt after establishing frontcourt status.
Phoenix Pro League will use a 24-second shot clock.
At the first stoppage under 4:00 of the 4th quarter, the game clock stops and timed play ends.
A Target Score is set:
Leading team’s score + 10 points.
If tied, current score + 10 points.
Play continues until a team reaches or exceeds the Target Score.
Shot clock remains in effect.
Bonus during Elam Ending: Non-shooting fouls = 1 free throw + possession.
Example:
Score: Team A 70 – Team B 63 at 3:45. Target Score = 70 + 10 = 80. First team to 80 wins.
Reviews only as permitted by NCAA rules.
Reviews allowed during Elam Ending only if the score margin is 4 points or fewer.
Cannot touch the ball on downward flight toward the rim.
Can play the ball after it hits the ring.
Defensive interference on a free throw = 1 point awarded.
Offensive interference = nullifies made basket.
Only registered players, coaches, owners, guest players, and PPL-approved personnel may sit on the bench.
No cell phones, hats, or backpacks allowed on the bench.
Any person leaving the bench and stepping on the court during play = automatic ejection and possible suspension.
Fighting = ejection + possible suspension or expulsion (at Commissioner’s discretion).
